यह पुस्तक ज़िलाधिकारी की इन्हीं ज़िम्मेदारियों का बहुत विश्वसनीय और सघन विश्लेषण प्रस्तुत करती है। ज़िला प्रशासन और ज़िला प्रमुख के विषय पर अभी तक उपलब्ध सूचनात्मक किताबों से यह पुस्तक इसलिए अलग है कि इसमें लेखक ने अपने व्यक्तिगत अनुभवों के आधार पर उन परिस्थितियों का व्यावहारिक विश्लेषण प्रस्तुत किया है जो किसी भी ज़िलाधिकारी के सामने कभी भी आ सकती हैं। श्री आलोक रंजन उत्तर प्रदेश के पाँच जनपदों—इलाहाबाद, आगरा, ग़ाज़ियाबाद, बाँदा और ग़ाज़ीपुर में बतौर ज़िलाधिकारी कार्य कर चुके हैं। इस दौरान उन्हें जो अनुभव हुए, उन्हीं के आधार पर उन्होंने इस पुस्तक की रचना की है। ज़ाहिर है कि उनके ये अनुभव ज़िला प्रशासन के सभी पक्षों पर प्रकाश डालते हैं। लेखक ने प्रकरण अध्ययन (केस स्टडी) प्रविधि के द्वारा ज़िला प्रशासन की चुनौतियों को बहुत सरल और सुगम तरीक़े से प्रस्तुत किया है।
