- Description: सरकारी कार्यालयों के कार्य-व्यवहार का एक आवश्यक पहलू है फ़ाइलों पर की जानेवाली टिप्पणियाँ, विभागीय पत्राचार और विषयानुरूप मसौदे। परम्परागत रूप से इन्हें अंग्रेज़ी में किया जाता है, परन्तु अब कुछ वर्षों से इन्हें हिन्दी में भी किया जा रहा है। इसी उद्देश्य से विभिन्न पुस्तकें भी प्रकाशित हुई हैं, लेकिन डॉ. शिवनारायण चतुर्वेदी की यह पुस्तक ऐसी तमाम पुस्तकों से अलग हटकर लिखी गई है। सरकारी फ़ाइलों से जुड़े टिप्पण-आवेदन-प्रारूप के महत्त्व को स्वीकारते हुए भी डॉ. चतुर्वेदी का मानना है कि उक्त विषय सरकारी कार्यविधि का केवल एक पक्ष है। दूसरा पक्ष है—छुट्टी, स्थानान्तरण, स्थायीकरण, पदोन्नति, वरिष्ठता-वेतन, अग्रिम वेतन, आवास आदि से जुड़े आवेदन-प्रारूप। यह पुस्तक ऐसे प्रारूपों के कई-कई नमूने प्रस्तुत करती है। इसके अलावा पुस्तक के तीसरे खंड में विभिन्न सरकारी अधिकारियों से पत्र-व्यवहार के प्रारूप दिए गए हैं। सम्पादकों के नाम पत्र, विभिन्न अवसरों से सम्बद्ध निमंत्रण-पत्र आदि भी इसी खंड में शामिल हैं। पुस्तक के तीन-तीन परिशिष्टों में भी कुछ उपयोगी जानकारियाँ निहित हैं। इसी प्रकार प्रस्तुत पुस्तक आवेदन-पत्रों के प्रायः सभी आवश्यक हिन्दी रूपों को समाहित किए हुए है, जिनकी ज़रूरत एक कर्मचारी को अपने जीवन में पड़ती है। कहने की आवश्यकता नहीं कि डॉ. चतुर्वेदी की यह पुस्तक उन तमाम सरकारी कर्मचारियों के दैनंदिन उपयोग से जुड़ी हुई है, जो विभागीय और विभागेतर पत्राचार हिन्दी में करना चाहते हैं। यही नहीं, जैसा कि लेखक ने कहा है, यह पुस्तक हिन्दी-शिक्षण-योजना के अन्तर्गत ‘प्रवीण’ और ‘प्राज्ञ’ परीक्षाओं के विद्यार्थियों के लिए भी उपयोगी होगी, क्योंकि पिछले अनेक वर्षों में इन परीक्षाओं में प्रारम्भिक आलेखन के अन्तर्गत आवेदन-पत्रों से सम्बन्धित जितने भी प्रश्न आए हैं, उन्हें भी इसमें शामिल कर लिया गया है।

- Description: भगतिंसह को यदि मार्क्सवादी ही कहना हो, तो एक स्वयंचेता या स्वातंत्र्यचेता मार्क्सवादी कहा जा सकता है। रूढ़िवादी मार्क्सवादियों की तरह वे हिंसा को क्रान्ति का अनिवार्य घटक या साधन नहीं मानते। वे स्पष्ट शब्दों में कहते हैं—‘क्रान्ति के लिए सशस्त्र संघर्ष अनिवार्य नहीं है और न ही उसमें व्यक्तिगत प्रतिहिंसा के लिए कोई स्थान है। वह बम और पिस्तौल का सम्प्रदाय नहीं है।’ अन्यत्र वे कहते हैं—‘हिंसा तभी न्यायोचित हो सकती है जब किसी विकट आवश्यकता में उसका सहारा लिया जाए। अहिंसा सभी जन-आन्दोलनों का अनिवार्य सिद्धान्त होना चाहिए।’ आज जब भगतसिंह के समय का बोल्शेविक ढंग समाजवाद मुख्यत: जनवादी मान-मूल्यों की निरन्तर अवहेलनाओं के कारण, समता-स्थापन के नाम पर मनुष्य की मूलभूत स्वतंत्रता के दमन के कारण, ढह चुका है, यह याद दिलाना ज़रूरी लगता है कि स्वतंत्रता उनके लिए कितना महत्त्वपूर्ण मूल्य था। स्वतंत्रता को वे प्रत्येक मनुष्य का जन्मसिद्ध अधिकार घोषित करते हैं। क्योंकि वे अराजकतावाद के माध्यम से मार्क्सवाद तक पहुँचे थे, इसलिए स्वतंत्रता के प्रति उनके प्रेम और राजसत्ता के प्रति उनकी घृणा ने उन्हें कहीं भी मार्क्सवादी जड़सूत्रवाद का शिकार नहीं होने दिया।

साहित्य में मंज़रनामा एक मुकम्मिल फ़ॉर्म है। यह एक ऐसी विधा है जिसे पाठक बिना किसी रुकावट के रचना का मूल आस्वाद लेते हुए पढ़ सकें। लेकिन मंज़रनामा का अन्दाज़े-बयान अमूमन मूल रचना से अलग हो जाता है या यूँ कहें कि वह मूल रचना का इन्टरप्रेटेशन हो जाता है।
मंज़रनामा पेश करने का एक उद्देश्य तो यह है कि पाठक इस फ़ॉर्म से रू-ब-रू हो सकें और दूसरा यह कि टी.वी. और सिनेमा में दिलचस्पी रखनेवाले लोग यह देख-जान सकें कि किसी कृति को किस तरह मंज़रनामे की शक्ल दी जाती है। टी.वी. की आमद से मंज़रनामों की ज़रूरत में बहुत इज़ाफ़ा हो गया है।
कथाकार, शायर, गीतकार, पटकथाकार गुलज़ार ने लीक से हटकर शरत्चन्द्र की-सी संवेदनात्मक मार्मिकता, सहानुभूति और करुणा से ओत-प्रोत कई उम्दा फ़िल्मों का निर्देशन किया जिनमें ‘मेरे अपने’, ‘अचानक’, ‘परिचय’, ‘आँधी’, ‘मौसम’, ‘ख़ुशबू’, ‘मीरा’, ‘किनारा’, ‘नमकीन’, ‘लेकिन’, ‘लिबास’, और ‘माचिस’ जैसी फ़िल्में शामिल हैं।
‘लिबास’ एक ऐसी फ़िल्म का मंज़रनामा है जिस पर 1986 में फ़िल्म बन गई मगर आज तक रिलीज़ नहीं हुई। हालाँकि अफ़साने की सूरत में यह ‘चाबी’ और ‘सीमा’ नाम से प्रकाशित हो चुका है।
‘लिबास’ सीमा और सुधीर नाम के थिएटर की दुनिया के एक युगल के बिखरे रिश्तों की कहानी है जिसके केन्द्र में सीमा का चंचल व्यक्तित्व है। वह बहुत दिनों तक एक ही स्थिति में नहीं रह सकती। यहाँ तक कि बोरियत दूर करने के लिए वह अपने पति को छोड़कर दूसरी शादी कर लेती है लेकिन पुनः उसे बोरियत महसूस होने लगती है। मगर शादी लिबास तो नहीं होती कि फट जाए, मैला हो जाए तो बदल लिया जाए।
शब्दों के धनी और संवेदनशील शायर गुलज़ार ने इस मंज़रनामे में थिएटर की दुनिया की भी झलक दिखाई है। निश्चय ही पाठकों को यह कृति एक औपन्यासिक रचना का आस्वाद प्रदान करेगी।
