Vishnu Bhagwan, IAS, retired as a Chief Secretary in the Haryana government. He served as the head of civil service in the state. Besides functioning as Secretary of the State Cabinet, he coordinated activities across all departments. His educational background includes a BA (Hons) in Economics from St. Stephen's College, Delhi University; an M.A. in Economics from Delhi School of Economics, Delhi University; an L.L.B. from the Faculty of Law, Delhi University; and an M.Phil. in Public Administration from the Indian Institute of Public Administration, Punjab.
