- Description: स्वतंत्रता के बाद से ही सरकारें शासन में जन-सहभागिता पर जोर देती रही हैं। परंतु परिणाम आशाजनक नहीं रहे हैं। इस संबंध में भारतीय प्रशासनिक सेवा के अधिकारी श्री भरतलाल मीणा द्वारा किए गए प्रयोग एक मिसाल हैं। उन्होंने कर्नाटक में सहायक आयुक्त के रूप में अपनी पहली नियुक्ति के दौरान रायचूर जिले में स्थित लिंगसुगुर तहसील में कष्टसाध्य पेयजल की समस्या का समाधान जनता के साथ मिलकर किया। उन्होंने विभिन्न सरकारी विभागों में सूचना तकनीक का बेहतर उपयोग किया। श्री भरतलाल मीणा की जिजीविषा ही रही कि आज राज्य में जन-सहभागिता ने एक आंदोलन का रूप ले लिया है। उनके द्वारा विभिन्न विभागों में क्रांतिकारी पहल की गई, जिनका इस पुस्तक में समावेश किया गया है। लगभग तीन दशक पूर्व श्री मीणा द्वारा प्रशासन में जिन नए प्रयोगों की शुरुआत की गई थी, आज केंद्र और राज्य की सरकारें उन्हीं प्रयोगों को लागू कर रही हैं, जैसे स्मार्ट सिटी, प्रत्यक्ष लाभ हस्तांतरण, सॉयल हेल्थ कार्ड, सोशल ऑडिट, बायोमेट्रिक अटेंडेंस, आदि। सरकारी सेवा में लगे अधिकारियों को इस पुस्तक से अनेक प्रशासनिक समस्याओं के समाधान का मार्ग मिल सकता है। पुस्तक की एक और विशेषता यह है कि श्री मीणा ने प्रशासनिक अधिकारियों को ‘मैं’ की भावना से ऊपर उठकर ‘हम’ की भावना से काम करने की बात कही है। यह प्रशासनिक अधिकारी की सफलता का एक सशक्त और समझदारी का मार्ग है। यह पुस्तक उन लोगों के लिए भी उपयोगी है, जो प्रबंधन में कुछ कर दिखाना चाहते हैं।
