ओड़िशा के एक गाँव में उच्च जाति के लोग दलितों की बस्ती में आग लगा देते हैं। नतीजतन चालीस परिवार अपनी ज़मीन से एक झटके में उखड़ जाते हैं। इस तरह एक तरफ़ जहाँ सदियों से जड़ जमाए बैठी जाति-व्यवस्था का क्रूर चेहरा झलक उठता है वहीं दूसरी तरफ़ बेघर हो चुके दलितों का कठिन-कठोर जीवन-संघर्ष शुरू हो जाता है। ‘जलती हुई बस्ती’ उपन्यास इन्हीं दोनों छोरों के बीच पसरे यथार्थ को आधार बनाकर भारतीय समाज के भविष्य की सम्भावनाओं की तलाश करता है।
गाँव से विस्थापित होकर एक शहर में ठौर पाने वाला मकारू बरसों बाद जब अपने पुश्तैनी गाँव की यात्रा पर निकलता है तो पीढ़ी-दर-पीढ़ी भुगते गए भेदभाव, अपमान और उत्पीड़न की स्मृतियाँ सजीव होने लगती हैं। वह उस पीड़ा और सदमे को फिर से महसूस करता है जिन्हें वह हमेशा बिसरा देना चाहता था। इस तरह उसकी यह यात्रा महज अपनी जड़ों की तलाश नहीं, जातिगत हिंसा और उसकी गहरी जड़ों की पड़ताल बन जाती है— और, उस गतिशीलता का संकेतक भी जिस पर मकारू और उस जैसे दूसरों का स्वप्न निर्भर है।
उपन्यास आगाह करता है कि जब तक जाति रहेगी, तब तक उसकी आग हमारे इतिहास और भविष्य को खत्म करती रहेगी। इसका सन्देश स्पष्ट है—जाति के दायरे से बाहर होकर ख़ुद को जानना आज़ादी की दिशा में पहला क़दम है।
