- Description: सरकारी कार्यालयों के कार्य-व्यवहार का एक आवश्यक पहलू है फ़ाइलों पर की जानेवाली टिप्पणियाँ, विभागीय पत्राचार और विषयानुरूप मसौदे। परम्परागत रूप से इन्हें अंग्रेज़ी में किया जाता है, परन्तु अब कुछ वर्षों से इन्हें हिन्दी में भी किया जा रहा है। इसी उद्देश्य से विभिन्न पुस्तकें भी प्रकाशित हुई हैं, लेकिन डॉ. शिवनारायण चतुर्वेदी की यह पुस्तक ऐसी तमाम पुस्तकों से अलग हटकर लिखी गई है। सरकारी फ़ाइलों से जुड़े टिप्पण-आवेदन-प्रारूप के महत्त्व को स्वीकारते हुए भी डॉ. चतुर्वेदी का मानना है कि उक्त विषय सरकारी कार्यविधि का केवल एक पक्ष है। दूसरा पक्ष है—छुट्टी, स्थानान्तरण, स्थायीकरण, पदोन्नति, वरिष्ठता-वेतन, अग्रिम वेतन, आवास आदि से जुड़े आवेदन-प्रारूप। यह पुस्तक ऐसे प्रारूपों के कई-कई नमूने प्रस्तुत करती है। इसके अलावा पुस्तक के तीसरे खंड में विभिन्न सरकारी अधिकारियों से पत्र-व्यवहार के प्रारूप दिए गए हैं। सम्पादकों के नाम पत्र, विभिन्न अवसरों से सम्बद्ध निमंत्रण-पत्र आदि भी इसी खंड में शामिल हैं। पुस्तक के तीन-तीन परिशिष्टों में भी कुछ उपयोगी जानकारियाँ निहित हैं। इसी प्रकार प्रस्तुत पुस्तक आवेदन-पत्रों के प्रायः सभी आवश्यक हिन्दी रूपों को समाहित किए हुए है, जिनकी ज़रूरत एक कर्मचारी को अपने जीवन में पड़ती है। कहने की आवश्यकता नहीं कि डॉ. चतुर्वेदी की यह पुस्तक उन तमाम सरकारी कर्मचारियों के दैनंदिन उपयोग से जुड़ी हुई है, जो विभागीय और विभागेतर पत्राचार हिन्दी में करना चाहते हैं। यही नहीं, जैसा कि लेखक ने कहा है, यह पुस्तक हिन्दी-शिक्षण-योजना के अन्तर्गत ‘प्रवीण’ और ‘प्राज्ञ’ परीक्षाओं के विद्यार्थियों के लिए भी उपयोगी होगी, क्योंकि पिछले अनेक वर्षों में इन परीक्षाओं में प्रारम्भिक आलेखन के अन्तर्गत आवेदन-पत्रों से सम्बन्धित जितने भी प्रश्न आए हैं, उन्हें भी इसमें शामिल कर लिया गया है।

It was a time of turmoil when several Adivasis in the Chhotanagpur region fell prey to the false preaching of the Christian churches and were forced to embrace Christianity. It was a ploy by the British to convert Adivasis to Christianity to stem protests. Birsa Munda and his family also believed in preaching initially and converted to Christianity. Soon, however, Birsa saw through the trickery and not merely did he convert to Hinduism again, but he also convinced several Adivasis. They had converted to Christianity to embrace Hinduism again. It was this Birsa Munda who later became the "God" of the Adivasis and came to be regarded as "Dharti-Aba" or "Father of the Universe." In an attempt to capture Birsa, the British administration was jolted and announced a reward of Rs 500 for his arrest. The British trick worked, and some greedy informers of the British caught Birsa when he was sleeping at night. This book, a biography of the great Adivasi leader, Birsa Munda, tries to capture some of the brave glimpses from the life of a daring revolutionary who gave up all he had to fight for the rights of his people and to ensure the freedom of his motherland.

- Description: पाण्डेय जी की इस कृति का महत्त्व मैं कई दृष्टियों से मानता हूँ। महादेवी साहित्य के सम्बन्ध में हिन्दी–पाठकों की रुचि अब पहले से कई गुना अधिक बढ़ चुकी है, पर उसके कुतूहल के उपशय की सामग्री हिन्दी में अभी प्राय: नहीं के बराबर पाई जाती है। महादेवी के काव्य और गीत साहित्य की व्याख्या अभी तक यदि किसी ने ढंग से की है तो वह केवल पाण्डेय जी ने ही। महादेवी जी की एक–एक कविता, एक–एक गीत केवल अपने–आप में अनमोल मोती नहीं है, वरन् वह एक–एक मोती अपने–आप में अनेक अनमोल मोतियों को छिपाए हैं। और उनमें से प्रत्येक मोती को मोती बनने में जिन अपार साधनाओं और बाधाओं का सामना करना पड़ा है, उनकी व्याख्या किसी भी हालत में सहज–साधारण नहीं है। किसी भी सीप की मोती बनने की प्रक्रिया साधारण नहीं होती, फिर महादेवी मानस के मोती तो साहित्य–संसार में दुर्लभतम और अमूल्य निधि हैं। उनकी प्रक्रिया और भी जटिल है कि उनके लिए केवल स्वाति–नक्षत्र की ही आवश्यकता नहीं है, वरन् स्वाति–नक्षत्र के भी कुछ विशिष्ट ही दुर्लभ क्षणों या सुदुर्लभ संयोग की अत्यन्त आवश्यकता है और वह एक–एक क्षण भी अपने भीतर अन्तर्जीवन की किन रहस्यानुभूतियों का अधियोग सँजोए है, इसका ठीक–ठीक हिसाब लगा सकना आज किसी विद्वत्तम साहित्यालोचकों के लिए भी सहज–सम्भव नहीं रह गया है। इसके लिए चाहिए अन्तरतम की निगूढ़तम अनुभूति और सहज तादात्म्य, जो केवल पाण्डेय जी जैसे आलोचकों में ही सम्भव पाया जा सकता है। अतएव इस ग्रन्थ के भावी समीक्षकों से मेरा नम्र निवेदन है कि यदि वे समीक्षा के पूर्व उपरोक्त सभी तथ्यों पर विशेष ध्यान दिए बिना समीक्षा करने बैठ जाएँगे तो कभी इस अमूल्य रचना के साथ न्याय नहीं कर पाएँगे। महादेवी जी की रचनाओं को आज एक बिलकुल ही नई दृष्टि से देखने व परखने की आवश्यकता आ पड़ी है। महादेवी जी जैसी कवयित्री का कोई उदाहरण विश्व–साहित्य के इतिहास के किसी भी युग में, किसी भी देश में शायद ही पाया गया है। उनके समान मौलिक चिन्तनशीलता और अछूती कल्पना का कोई उदाहरण कहीं भी सहज–सुलभ नहीं है, केवल भावना के क्षेत्र में ही उन्होंने निराली रसमयता का प्लावन नहीं बहाया है, वरन् वैचारिकता और चिन्तन के क्षेत्र में भी उनके समान प्रौढ़ और आत्मविश्वास–परायण नारी का जोड़ मिलना कठिन है। यह उपलब्धि केवल एक ही जन्म की साधना द्वारा सम्भव नहीं है, इसके लिए युग–युग की सांस्कृतिक चेतना के जन्म–जन्मान्तरीण विकास की अनिवार्य आवश्यकता है। पाण्डेय जी ने इसी कारण ‘सांस्कृतिक पृष्ठभूमि’ नाम से एक अलग अध्याय अपने गहन अध्ययन के फलस्वरूप इस ग्रन्थ में दिया है, जिसकी बहुत बड़ी आवश्यकता थी, साथ ही ‘महादेवी काव्य की पृष्ठभूमि’ शीर्षक से एक दूसरे महत्त्वपूर्ण अध्याय में उन्होंने महादेवी जी के सांस्कृतिक चेतना के विकास पर अतिरिक्त प्रकाश डालने का स्तुत्य प्रयास किया है। मुझे पूरा विश्वास है कि महादेवी साहित्य के अध्ययन के लिए जिस प्रकार की रचना के नितान्त अभाव का अनुभव पिछले कुछ दशकों में किया जा रहा था, उसकी पूर्ण पूर्ति इस ग्रन्थ द्वारा हो जाएगी। केवल इसी युग के साहित्य–श्रद्धेताओं के लिए नहीं, आनेवाली पीढ़ियों के लिए भी। यह ग्रन्थ वास्तव में पाण्डेय जी की महत्त्वाकांक्षा के अनुरूप ही तैयार हुआ है और हिन्दी आलोचना–क्षेत्र में यह निश्चय ही एक विशिष्ट स्थान प्राप्त करके रहेगा, ऐसा मेरा विश्वास है। —इलाचन्द्र जोशी
