संविधान में 73वें संशोधन के बाद यह उम्मीद की गई कि देश के लाखों गाँवों में पंचायती राज की स्थापना से गाँवों के कष्ट दूर होंगे। विकास की बहुत उम्मीदें भी लगाई गईं, आरक्षण से गाँवों के पिछड़ों, महिलाओं के लिए स्थान भी सुरक्षित किए गए, पर हुआ क्या? क्या बिना साधनों के विकास सम्भव होगा? पंचायतों को अधिकार एवं ज़िम्मेदारियाँ तो सौंप दी गईं, परन्तु आवश्यक वित्त प्रबन्ध नहीं हुआ। यदि हुआ भी तो इतना कमज़ोर कि उससे दैनिक ख़र्चा भी नहीं निकल सकता है। ऐसे में पंचायतों के पास क्या विकल्प है? किन साधनों का कैसे विकास हो? इन्हीं सब मुद्दों पर इस पुस्तक में विचार किया गया है। इसमें यह बात प्रमुखता से उभरकर आती है कि आत्मनिर्भरता से ही विकास करना व ग़रीबी हटाना सम्भव होगा।
पुस्तक में पंचायत की सफलता की कहानियाँ, कार्टून, चित्र, सारणियाँ एवं आरेखों के द्वारा विषय को रोचक बनाने का प्रयास किया गया है, ताकि ग्रामीण पृष्ठभूमि के कम पढ़े-लिखे पाठक भी इसे आसानी से पढ़ सकें और आत्मसात् कर सकें।
