डॉ. माधव सोनटक्के ने अत्यन्त सजगता और परिश्रम से यह पुस्तक लिखी है। राजभाषा होने के तर्क से हिन्दी भाषा का प्रयोग तो बढ़ा ही है, संचार-साधनों और माध्यमों के कारण प्रयोजन भी बदले हैं और तेज़ी से बदल रहे हैं। कम्प्यूटर क्रान्ति ने भाषा की प्रकृति को ही प्राय: बदल डाला है। इस प्रकार सम्प्रेषण तकनीक और प्रयोजनों के आपसी तालमेल से भाषा का चरित्र निरन्तर बदल रहा है। प्रयोजनमूलकता गतिशील है—स्थिर नहीं। इसलिए प्रयोजनों के अनुसार भाषा-प्रयोग की विधियाँ ही नहीं बदलती हैं, वाक्य गठन और शब्द चयन भी बदलता है। बहुभाषी समाज में सर्वमान्यता और मानकीकरण का दबाव बढ़ता है। ऐसे में प्रयोजनमूलक हिन्दी केवल वैयाकरणों और माध्यम विशेषज्ञों की वस्तु नहीं रह जाती।</p>
<p>कार्यालयी आदेशों और पत्र-व्यवहारों आदि के अतिरिक्त उसका क्षेत्र फैलता जाता है। इसलिए आज वही पुस्तक उपयोगी हो सकती है जो छात्रों को भाषा के मानकीकृत रूपों और सही प्रयोगों के अलावा प्रयोजनों के अनुसार भाषा में होनेवाले वांछित परिवर्तनों के बारे में भी बताए। प्रयोजनवती भाषा के इस स्वरूप की आवश्यकता छात्र के लिए ही नहीं, हर उस व्यक्ति के लिए आवश्यक है जो इस बाज़ार प्रबन्धन के युग में रहना चाहता है। डॉ. माधव सोनटक्के लिखित इस पुस्तक में इन समस्याओं का निदान खोजने का प्रयत्न किया गया है। उन्होंने परम्परागत प्रयोजनमूलकता से भिन्न प्रयोजनों में भाषा के प्रयोग और उस माध्यम या क्षेत्र की जानकारी देने का अच्छे ढंग से प्रयत्न किया है। कम्प्यूटर में हिन्दी प्रयोग अध्याय इसका उदाहरण है। प्रत्यक्षत: इसका विषय से सीधा सम्बन्ध नहीं है, परन्तु प्रौद्योगिकी और भाषा के सम्बन्ध और प्रयोग की दृष्टि से यह अत्यन्त आवश्यक है। इस प्रकार की जानकारी से पुस्तक की उपादेयता और समकालीनता दोनों बढ़ी है।</p>
<p>अनुवाद आजकल विषय के रूप में पढ़ाया जाने लगा है। इस पुस्तक में अपेक्षाओं को ध्यान में रखते हुए उसका बहुत सावधानी से विचार किया गया है। परम्परागत विषयों पर लिखते समय लेखक ने आवश्यकता, प्रचलन, व्यावसायिकता पर ही ध्यान नहीं रखा है, बल्कि वांछित प्रभाव पर भी बल दिया है, जो भाषा की प्रयोजनमूलकता का अनिवार्य लक्षण है।</p>
<p>‘व्यापार और जन-संचार माध्यम’ अध्याय इस पुस्तक की विशेषता है। विज्ञापन की भाषा पर लेखक ने आकर्षण और प्रभाव की दृष्टि से विचार किया है, जो आज पठन-पाठन के लिए ही नहीं, वाणिज्य व्यवसाय की दृष्टि से भी आवश्यक है। पुस्तक का महत्त्व इससे और बढ़ गया है। एक दृष्टि से यह व्याकरण से अधिक महत्त्वपूर्ण हो गया है।</p>
<p>व्याकरण से सम्बद्ध भाग इस अर्थ में अधिक सटीक और तर्कसंगत है। इसमें भाषा पर विचार वास्तविक कठिनाई के आधार पर भी किया गया है। सामान्य त्रुटियों के अतिरिक्त पुस्तक में ग़लत प्रचलनों पर भी विचार किया गया है। मानकीकरण की दृष्टि से लेखक ने वर्तनी के प्रयोग पर अलग से गम्भीरता से लिखा है।</p>
<p>अनुभागों में विभक्त यह पुस्तक छात्रों के लिए आज की दृष्टि से सर्वाधिक उपयुक्त तो है ही, उन पाठकों को भी इससे लाभ होगा जो सामान्य हिन्दी और विविध प्रयोजनों के अनुसार बदलनेवाली भाषा-प्रयोग-विधियों के बारे में जानना चाहते हैं।
