- Description: आज़ादी के छह दशक बाद भी ग्रामीण विकास की जटिल चुनौतियाँ विश्व के विशालतम लोकतंत्र हमारे देश के लिए चिन्ता का विषय रही हैं। सुखद है कि इस दिशा में महात्मा गांधी राष्ट्रीय ग्रामीण रोज़गार गारंटी अधिनियम (मनरेगा) 2005 ने कम ही समय में अपनी प्रासंगिकता एवं दीर्घकालिक उपयोगिता प्रमाणित कर दी है। मनरेगा से बन रहे सामाजिक सुरक्षा के परिवेश ने करोड़ों ग्रामीण भारतीयों के जीवन में बड़े बदलाव की सम्भावना पैदा कर दी है। यह बदलाव मनरेगा के साथ अन्य महत्त्वपूर्ण योजनाओं एवं कार्यक्रमों के रचनात्मक एवं नवाचारी समावेश द्वारा बड़े स्तर पर लाना सम्भव हो रहा है। अब मनरेगा के तहत सुयोग्य श्रेणियों के व्यक्तिगत लाभुकों की ज़मीन में भी भूमि एवं जल संरक्षण एवं सिंचाई कूप जैसी अत्यन्त उपयोगी विभिन्न परिसम्पत्तियों के निर्माण के प्रावधान ने इन सम्भावनाओं को और गहन कर दिया है। मनरेगा ने पंचायती राज संस्थाओं के सुदृढ़ीकरण का भी एक महत्त्वपूर्ण ज़रिया दिया है क्योंकि लागत के हिसाब से 50 प्रतिशत कार्यों का कार्यान्वयन ग्राम पंचायतों द्वारा किया जा रहा है। मनरेगा के तहत ग्रामसभा को मिली विशिष्ट हैसियत ने हमारे विशाल लोकतंत्र में जन-जन की प्रत्यक्ष भागीदारी का अनूठा प्रयोग सम्भव बना दिया है। पारदर्शिता और सामाजिक अंकेक्षण हो या फिर शिकायत निवारण और ओम्बड्समैन प्रणाली, हर मामले में ठोस एवं नए के माध्यम से मनरेगा एक अद्भुत कार्यक्रम बन गया है। मनरेगा के क्रियान्वयन के अब तक के अनुभवों के आधार पर वर्ष 2013 में ग्रामीण विकास मंत्रालय ने नए दिशानिर्देश जारी किए हैं। मुझे प्रसन्नता है कि प्रस्तुत पुस्तक में उन दिशानिर्देशों को समाहित किया गया है। ग्रामीण भारत में बड़े बदलाव की वाहक इस योजना का लाभ हर वांछित तक पहुँचाने के लिए इसके प्रावधानों व कार्यप्रणाली के बारे में समुचित जानकारी आवश्यक है। —भूमिका से

- Description: भारत रत्न बाबासाहब डॉ. बी.आर. आंबेडकर को भारतीयसंविधान के सिद्धांत निर्माता और दलित अधिकारों के मुर प्रवक्ता के रूप में जाना जाताहै। उन्होंने कम उम्र से ही भेदभाव का अनुभव किया, जिसका उन्होंने अपने बाद के लेखनमें स्पष्ट रूप से वर्णन किया। एक जगह वे लिखते हैं—‘‘स्कूल में रहते हुए मैं जानताथा कि जब सामान्य वर्ग के बच्चे प्यासे होते हैं, तो वे पानी के नल के पास जा सकतेहैं, उसे खोल सकते हैं और अपनी प्यास बुझा सकते हैं, लेकिन मेरी स्थिति अलग थी। मैंनल को नहीं छू सकता था और जब तक नल को कोई सामान्य जन मेरे लिए नहीं खोल देता, तब तकमेरी प्यास बुझाना संभव न था।’’ 1920 में उन्होंनेएक साप्ताहिक मराठी अखबार शुरू किया, जिसमें जातिगत भेदभाव की कड़ी आलोचना की गई। उन्होंने1937 और 1946 में अंग्रेजों द्वारा दिए गए चुनाव लड़ने के लिए दो राजनीतिक दलों कीस्थापना की, हालाँकि इन्हें संसाधन-संपन्न कांग्रेस पार्टी के खिलाफ बहुत कम सफलतामिली। 1947 में भारत स्वतंत्र हुआ, तो प्रधानमंत्री नेहरू ने उन्हें पहले कानून औरन्यायमंत्री बनने के लिए आमंत्रित किया। संविधान 26 जनवरी, 1950 को लागू किया गया था।डॉ. आंबेडकर ने इसकी सराहना की कि इसकी सीमाएँ हैं। बाबासाहब के अनंत संघर्ष कीमर्मांतक कहानी, जिसमें उनके बाल-संघर्ष को मुखरता से अभिव्यक्त किया गया है।
