(आधुनिक हिन्दी कविता के) तृतीय उत्थान में आकर परिस्थिति बहुत बदल गई । आन्दोलनों ने सक्रिय रूप धारण किया और गाँव–गाँव राजनीतिक और आर्थिक परतन्त्रता के विरो/ा की भावना जगाई गई । सरकार से कुछ माँगने के स्थान पर अब कवियों की वाणी देशवासियों को ही ‘स्वतन्त्रता देवी की वेदी पर बलिदान’ होने को प्रोत्साहित करने में लगी । अब जो आन्दोलन चले वे सामान्य जन–समुदाय को भी साथ लेकर चले ।––– अब संसार के प्राय% सारे सभ्य भाग एक–दूसरे के लिए खुले हुए हैं । इससे एक भू–खंड में उठी हवाएँ दूसरे भू–खंड में शिक्षित वर्गों तक तो अवश्य ही पहुँच जाती हैं । यदि उनका सामंजस्य दूसरे भू–खंड की परिस्थिति के साथ हो जाता है तो उस परिस्थिति के अनुरूप शक्तिशाली आन्दोलन चल पड़ते हैं । इसी नियम के अनुसार शोषक साम्राज्यवाद के विरुद्ध राजनीतिक आन्दोलन के अतिरिक्त यहाँ भी किसान–आन्दोलन, मजदूर–आन्दोलन, अछूत–आन्दोलन इत्यादि कई आन्दोलन एक विराट् परिवर्तनवाद के नाना व्यावहारिक अंगों के रूप में चले । श्री रामधारी सिंह दिनकर, बालकृष्ण शर्मा ‘नवीन’, माखनलाल चतुर्वेदी आदि कई कवियों की वाणी द्वारा ये भिन्न–भिन्न प्रकार के आन्दोलन प्रति/वनित हुए ।

India has also done very well in reaching out to its diaspora through various channels, including the youth. At over USD 75 billion annually, India is the top recipient of remittances. Diaspora could also be an important source of technology and know-how. Given their goodwill on both sides, they are a great source of confidence-building between India and countries of their adoption and have demonstrated their clout on many occasions. Over the last many centuries, Indians have travelled to many near and far off destinations in the world for trade, business, education and jobs. One major wave of such movement was carried out by the colonial administration under the so called indentured system for meeting labour shortages in their overseas plantations. This inhuman system of exploitation of workers finally ended and the centenary of its abolition was commemorated in many parts of the world including India during 2017-18. Antar Rashtrya Sahyog Parishad (ARSP) had organised year-long activities to mark this important landmark in the life of the Indian diaspora, culminating with an international conference on the topic, ‘Contribution of Diaspora in Nation Building’ in Mauritius in July 2018. Several leaders and scholars addressed this gathering, and this publication captures the essence of its outcomes. This publication could be a good reference for students and scholars working on diaspora.

- Description: ‘आधुनिक त्रिपुरा के शिल्पकार’ महाराजा बीर बिक्रम किशोर माणिक्य बहादुर का जन्म 19 अगस्त, 1908 को हुआ था। पंद्रह वर्ष की आयु में ही वे त्रिपुरा के महाराजा बन गए। लेकिन राज्य के लिए उनके द्वारा किए गए विकासोन्नमुखी कार्यों और प्रशासनिक निर्णयों पर कहीं से भी उनकी कम उम्र की छाप नजर नहीं आई। त्रिपुरा में आधुनिक विकास का परिचय उन्होंने ब्रिटिश राज के तहत उस वक्त कराया जब देश में विकास की चर्चा कोसों दूर थी। अपने शासन में बीर बिक्रम ने हवाई अड्डे के निर्माण से लेकर विश्वविद्यालय तक का निर्माण करवाया। उनके शासन में बनी नीर महल उन्नत वास्तुकला का प्रदर्शन करते हुए आज भी राज्य में पर्यटकों के लिए मुख्य आकर्षण का केंद्र है। त्रिपुरा में नगर निगम सुधारों से लेकर होटल, बैंक, सिनेमाघर, आधुनिक तकनीक से युक्त अस्पताल तक उन्होंने मुहैया करवाया। सामरिक सुरक्षा के बाबत महाराजा ने त्रिपुरा की सेना को नई शक्ल देते हुए उसे आधुनिक हथियारों से लैस किया था। एक राजशाही शासक होने के बावजूद भी बीर बिक्रम के शासन में जनता के हित सर्वोपरी थे। वे उदार सोच और सर्वधर्म समभाव में विश्वास रखने वाले व्यक्ति थे। उनके शासन का मूल मंत्र आज के ‘सबका साथ सबका विकास’ मूल मंत्र सरीखा था। जनजाति समुदाय के लोग हों अथवा बंगाली समुदाय के लोग, महाराजा ने सबके लिए एक समान कार्य किया। राज्य में प्रमुख रूप से प्रचलित दोनों प्रमुख भाषाओं बंगाली और कॉकबरक भाषा को वे समान दृष्टि से देखते थे।

- Description: हिन्दी की कविताएँ, कहानियाँ, उपन्यास और आलोचनाएँ—यहाँ तक कि साहित्यिक, सांस्कृतिक और बौद्धिक बहसें भी पिछले पचास वर्षों से अपने को टटोलने और जाँचने-परखने के लिए जिस अकेले एक समीक्षक से वाद-विवाद-संवाद करके सन्तोष का अनुभव करती रही थीं, निर्विवाद रूप से उसका नाम नामवर सिंह था। ‘काशी के नाम’ उन्हीं की चिट्ठियों का संकलन है जो उन्होंने काशीनाथ को लिखी थीं। नामवर सिंह हिन्दी के किंवदन्ती पुरुष थे। नब्बे वर्ष की उम्र में भी उतने ही तरो-ताज़ा और ऊर्जावान जितना पहले थे। वे अन्तत: न थके, न झुके। हर समय अपनी कहने को तैयार, दूसरे की सहने को तैयार। असहमति और विरोध तो जैसे उनके जुड़वाँ हों। हर आनेवाली पीढ़ी उन्हें देखना चाहती थी, सुनना चाहती थी लेकिन जानना भी चाहती थी—उनकी शख़्सियत के बारे में, उनके घर-परिवार के बारे में, नामवर के ‘नामवर’ होने के बारे में! क्योंकि वे जितने अधिक ‘दृश्य’ थे, उससे अधिक अदृश्य थे। इसी अदृश्य नामवर को प्रत्यक्ष करता है ‘काशी के नाम’। ऐसे तो, साहित्य के अनेक प्रसंगों से भरी पड़ी हैं चिट्ठियाँ लेकिन सबसे दिलचस्प वे टिप्पणियाँ हैं जो भाई काशी की कहानियों पर की गई हैं। कोई मुरव्वत नहीं, कोई रियायत नहीं, बेहद सख़्त और तीखी। ऐसी कि दिल टूट जाए। लेकिन अगर काशी का कुछ लिखा पसन्द आ गया तो नामवर का आलोचक सहसा भाई हो जाता है—भाव-विह्वल और आत्मविभोर। ‘काशी के नाम’ चिट्ठियों में जीवन और साहित्य साथ-साथ हैं—एक-दूसरे में परस्पर गुँथे हुए। घुले-मिले! कोई ऐसी चिट्ठी नहीं, जिसमें सिर्फ़ जीवन हो, साहित्य नहीं, या साहित्य हो जीवन नहीं। यदि एक तरफ़ नामवर का संघर्ष है, माँ-पिता हैं, भाई हैं, बेटा-बेटी हैं, भतीजे-भतीजियाँ हैं, उनकी चिन्ताएँ और परेशानियाँ हैं, तो उसी में कहीं न कहीं या तो साहित्यिक हलचलों या गतिविधियों पर टिप्पणियाँ हैं या ‘जनयुग’ और ‘आलोचना’ की ज़रूरतें हैं, या किन्हीं लेखों या कहानियों के ज़िक्र हैं या कथाकार को हिदायतें हैं। यानी परिवार हो या साहित्य-संसार या ये दोनों—इनके झमेलों के बीच नामवर के ‘मनुष्य’ को देखना हो तो किसी पाठक के लिए इन चिट्ठियों के सिवा कोई विकल्प नहीं।
